A Chapter 13 bankruptcy case begins by filing a petition for bankruptcy. In that petition, you list all your creditors, all your assets, all your income, and expenses. Where a Chapter 13 differs from a Chapter 7 is that you also have to file a Chapter 13 payment plan, and in that payment plan, you outline how your creditors will be treated, what you are trying to accomplish in the Chapter 13 plan, and what your obigations are as a debtor in the Chapter 13.
